railway/cli not showing/reading shared environment variables
'railway run' command is not reading shared environment variables and 'railway variables' command shows empty shared environments, it's only showing non-shared environment variables.

- Can't use RAILWAY_* env vars in shell, nor in interpolated meta-environment variables
- environment variables are not picked up in railway build but works locally
