Perfect first layer but rough top layer after infill
I have this problem when printing a large flat area, about 90% of the bed.
First layer is spot on, but the layer on top of the infill is super rough and not connected.
I’m not sure if this is a slicer issue or z-offset issue, because the first layer is super consistent.

To little Infill for such a big surface, you could try:
More Infill %
Supporting dense layer
More solid top layers until flattens out
