Not sure why it's saying I've used $4 of usage this month when it's been off entirely this month.

Same here, 13 days and I already have $0.5 on a project that I haven't used.
@LordMerc - you have an 2 active Postgres instances on two envs. You should delete the project if you don't want want the project to incur cost.
