After the $5 of credit you start paying for vCPU and RAM. The prices are shown above and you can monitor the graphs to estimate how much you're paying, or use the estimate value on the usage page.

You can join the dev plan 2 ways: connecting a credit card to your account or purchasing credits.
The first plan is called the usage-based plan. You join it by connecting a credit card to your account. Once you run through the free 5$ of credit you receive each month, you pay for any extra usage at the end of the month. The money should be automatically taken out of your account.
With the credits based plan you purchase credits to add to your account. Once you run out of the 5$ free credits you receive each month, your projects will start eating away at your purchased credit. Once your credit hits zero your deployments are shut down, waiting for you to purchase more credit
The developer plan removes the hour limitation

There’s no correlation between credits to hours. The credits are calculated based on the resources used. There is a calculator at the bottom of this page
