why am i penalized for being disconnected

in a recent comp game, i got disconected for some reason which i still do not know, my pc is completely fine, my internet is fine as well. and i reconect after a few rounds because it took a while for the game to load, now i am restricted for an hour because of something outside of my control.

If your account can't complete matches, Riot will put it on a queue cooldown to reduce the number of matches it can disrupt. This is Riot's way of reducing the number of matches that are disrupted overall.
