V10 Fix for Border Control
Description: Border Control is a mod by Kandashi that provides UI improvements to the token borders (thickness, color based on attribute such as hp) available at https://github.com/kandashi/Border-Control The mod no longer works in V10 and causes border to not render at all.

@Apostol Apostolov Took a quick stab at things, got big part of it working, though I didn't touch anything to do with the targeting arrows, since those where completely overhauled in v10.
