Subscription will renew soon

Just got an email about my subscription renewing soon and I will be charged. However, I'm on the dev plan and haven't gone through the 5$ credit. Why would I be charged?

you're not going to be charged unless you go over $5 in the next 3 days it'll just be a $0.00 charge
