Stuck in passive mode and all vehicles limited to 25mph

Im very new to the game. I have been playing in passive mode. When I logged in today I was killed by a griefer before I got to enable passive mode. Now whenever I join the RSM server I have passive mode enabled and no way to switch it off (if I wanted to) and every vehicle I spawn is limited to 25mph. Does anyone know why this would be happening? Thanks...
