If someone uses noclip to move, but are not passive. Are they cheating?

Think they do and have reported players, but just want to be sure I'm doing the right thing here. I'm talking about a player quickly moving to your location, kills you and then fast travels to another player to kill them.

Ultimate Supporter Lobby bypass for Spawning Vehicles.

I Purchased Ultimate supporter yesterday afternoon, and noticed that while I do have access to the vehicles I should, the "Ability to bypass lobby vehicle class restrictions" advertised, doesn't seem to work for me, it will still inform me that certain vehicles I'm trying to spawn are not suited for the lobby (trying to spawn the Police Maverick in Chill & Drift for example)

handling editor not working on Renault twingo
