say some file is missing what do i do?? i did the update tho then i created a acc and started playing but it did not launch

So i have not played on this account for a long time,but i just logged in recently and im lvl 1.
But i have a silver buddy which must mean i was lvl 20 before!
Any idea what happened?...

before you could play without being lvl 20, any accounts that were made during that time can play ranked below lvl 20 atm

i am level 20 but the game still says that i cannot play in competetive, what does it mean by level? and what do i need to do to fix it?
