dubai ping
im playing from india and when people from dubai play on india servers they get 30-40 ping but dubai server ping is 150 for me even though bahrain ping is 65

your internet provider most likely takes a different path to get to Dubai servers than the other person you're mentioning.
you can try a paid vpn or exit lag it might help or it might make it worse.
I doubt your isp will do anything for this
They ain't going to fix it
Talking to our isp is a waste of time
They don't know anything about routing
Exitlag works but it's expensive so yeah
My isp said “you need optic fiber connection”
