Gaming mode seems locked at 20fps for interface and games on Ayn Loki Zero

Hey y'all, this is a really weird issue that I feel like I've tried everything to fix. In Gaming Mode, the interface runs at 20fps. This is no matter which resolution, Power Profile, refresh rate, whether the fps is locked to refresh rate, whether I've installed SimpleTDP and modified the TDP there and changed between Power Save and Performance CPU power governor, etc. Running something simple like Don't Starve also maxes out at 20fps. While this is happening, neither GPU or CPU are maxed. Typically in Don't Starve I was seeing like 60-70% GPU and 12-25% CPU utilization, according to the performance overlay. Frame time is a perfect flat 49.9 ms without any drops or spikes. GPU frequency stays low (like < 1/3 of max) during the game. In desktop mode however, Big Picture Mode runs at 45-60fps and Don't Starve at a locked 60fps. I've wiped and reinstalled a couple of times already, and I'm out of ideas. FYI I've got 20GB of DDR4 3200 with the VRAM set to 4GB. Any chance someone knows what might be going on? Thank you!!
