framework is refusing to load?

when I'm starting my server framework just isn't loading for whatever reason. I don't understand why because it's a core mod and it's not clientside

might be a bug with that specific version? 0.7.12 has 5k downloads 0.9.4 has 2.9M oh theres 3 0.7.12?
