How to have only pinned programs on taskbar

I have the upper task bar and the other lower task bar. On the top task bar, I want it to be like it is, showing all the opened windows with text, like on winXP. However, on the lower task bar, I only want it to show icons which are pinned, not all of the opened ones. Is that possible? Idc if I'm gonna need to install something if it's not possible with the native task-manager... Just want it to work 😉
