tiered caching - primary & fallback data centers are 2 continents apart

is there anyway to reset the tiered caching data centers? thought it would take sometime to recalibrate/recalculate to my origin IP, but it's more than a month now. origin is in southeast asia, don't know why chicago is picked as best primary data center.
