i've been playing val for a while, and started to use skinchanger for few months and then i got temporarily suspended for around 2 weeks, then i downloaded skinchanger from somewhere. i got banned and my account is now locked. i really wanna know what can i do to get my access and account back, and i wasn't really using a third party program that gives me unfair advantage. i really want help

Just to be clear here, you got 2 weeks temp ban for skin changers.
Then you got banned again for skin changers?
Using skin changers are against riot’s tos and is considered 3rd party tool.

yeah those are not allowed by Riot
the second time was the program running in a tray and i didnt realize that
i did submit few tickets but no reply came to me

The first 2 week temp ban was a warning.

If it’s on alt, then your main account should remain intact.
Don’t login with your main, if you do, it will get banned.
You can only play after 4 months on that pc.

Your hwid is banned. Any account you try to login with, will also get banned.
Even if you create a new account, it will get instant banned.
So, after the 4months, is there any chance to get my main account back?
I’m not really sure, you can try to make a new ticket to riot after 4 months.

Because i still have access on riot mobile, i can text, add, remove as if everything is normal. does that mean anything?

Not really.
You can try logging in after the hwid ban is lifted and see if the account ban was lifted.
If not you can try to make a ticket.
Also I’m not totally sure if the other accounts get perm ban or not

I am kinda surprised that it took few months of using skin changer to get the account banned
