Transfer process help

howdy, I'm working with a web agency that is transfering their domain ownership (GoDaddy) over to me (Cloudflare) They have told me they've unlocked the domain, and provided me with a EPP code. I added the domain into my Cloudflare account, and set up the DNS A records appropriately. However, I'm unable to set the NS records on cloudflare, and the agency has told me they "can't make any changes during the transfer process." Cloudflare is giving me an error "[Your site] is pending until you complete the instructions on the Overview page and we are able to verify ownership. Learn more about pending domains." Can't move forward without the web agency changing the NS records, and they are unwilling. Am I missing something with Cloudflare's transfer process?
