as floppy said, there isn't a "hard and fast rule"
but CF employees and Matthew Prince have said a bunch that the free plan must be primarily html. you can't host an entire large image cdn behind the cloudflare free plan without using a paid service meant for images (like Cloudflare Images or Cloudflare R2)
