I think they've just taken pulley C concentric with the one above it. Sort of like saying that the framework of the system is small compared to the length of the rope used. That's my interpretation, it may be wrong.

yeah but then too wouldnt it be 2yb + dist from pulley C to block B...cuz its not the same as yb
