R2 Cloudflare Storage Payment Infrequent Access - Only 10k Operations, but charged the full 9$

Hey Cloudflare Developer Community. I've got a billing question. I have been charged the full fee of 9$, even though I only used a fraction (10k) of the storage operations (1million) on my Infrequent Access bucket. Is this intended? Does it always top out like this? I think it should be fractional, like the other positions on the invoice. Or is it supposed to be like it is stated on the invoice? edit: spelling
