Drastically low download speed
My download speed drastically dropped down for no known reason, My connection is 2.5G

I know im not going to hit 2.5 Gbps, but 4 MB/s does not translate
You should be getting around 250-300 MB/s in your steam downloads. Have you tried changing your download region in Steam?

Are you on wifi or ethernet? I get faster speeds and more stable internet if I disable the power save feature on my wifi https://docs.bazzite.gg/General/issues_and_resolutions/#wi-fi-lag-spikes

That wont help then.
Try change your download region to somewhere else and see if it makes a difference
its weird, its slowly going back up again
The issue might be on the steam servers side then rather than on your side
