an unranked still has hidden mmr, it prolly says 'skill disparity is too high' so they need to just get a rank
does that mean no matter what unranked can’t queue with gold?

A completely brand new level 20 unranked account should be able to play with any rank except immortal i think

It's either based on mmr, or upto silver (I'm assuming this as I couldn't play with a gold friend on a new account)
