Pants length
Are these chinos too long? I don't like how the fabric bunches up around my ankle, they're hemmed at 33" but when I tried 32" they felt like highwaters

I think the bunching is less an inseam issue and more just the slim/skinny cut of the chinos

Yeah, it's stcking on the legs. It was super prevalent when slim/skinny was popular a few years ago. I do think it might look cleaner with a hem but if they felt too short with an inch off there's also a chance it'll settle with wear and also shrink just a tiny bit with washing.
Getting the inseam right is always much harder on skinny pants if you’re going for no-break. You could take the pants up 0.5”, but it’s always gonna either have some break or be too high just from how close the material is to your leg.
If you want no-break, go for a wider cut so the cloth has more space away from your leg and is less sensitive to movement from your ankle/shoe
