ERR_CONNECTION_REFUSED on WiFi

I developed an app with 100k users based in the US. On the 17th of February my boss told me some users were reporting that images were not loading - images publicly listed on R2. It was all good for me. Then he used another phone and couldn't load images. He tried going from WiFi to data and it worked properly, and we could see that in WiFi he was getting the error above when trying to download the images. This is impacting the health of our app. I'm not going to ask all users to start using data, because they should be able to use WiFi and use the app normally, but I don't know what else to do. Is this a Cloudflare outage? I noticed there are issues in China, but the app is 99% used in the US.
