How can I set a global push to talk key?

I am using Vesktop because discord screen sharing is imporant to me, but because it's a browser I can't use push-to-talk unless Vesktop is my active window. Is there an approved way to change my caps-lock key to something unused like F13, then set that key to enable and disable my mic? I've found some posts on the Ubuntu forums, but the commands they give don't quite work.
