Ethernet doesn't work after rebooting to Windows and accidentally updating it

lspci says that my Ethernet card is Intel Corporation Ethernet Connection I217-V (rev 05) I tried disabling fast boot (both Windows and UEFI), checking the cables, manually setting the stuff DHCP would've set up, and disabling power efficient Ethernet in Windows, but none of that helped Also I'm having no issues on Windows
Solution:
Found a bandaid fix: I have to completely power off the PC (as in turning off the PSU) and then it works

Oh and I can't ping anything, not just remote stuff Lmfao I fixed it by forcefully shutting it down while in Windows Nvm

I also found a thread on Arch forums that suggested disabling WoL from Windows, however that didn't work out for me
