why cloudflare deducts 1usd on any action even using free tier
I added a domain on dashboard cloudflare charged 1 usd three time even when i used free tier

You should be able to go to billing and check invoices there. We can't help with any billing issues on here, but the invoice should list each service used as line items.
Nothing is there no invoice generated!

I suggest you open a billing ticket in this case, we can't help much here sadly.

Cloudflare's billing system is undergoing some changes/migration. During this period, you may notice extra bills, incorrect bills, or other issues.
