Can't install the game

So i have a friend having hard time to install the game actually , when he enter the website everything takes forever to load then its says he cant access the website to install riot , he actually had the error 43 as i saw from his screen then i noticed he dont even have riot installed cus he been uninstalling and reinstalling the game over and over from the errors , i transfered riot client via some method and its stuck at 0.0MB out of like 370MB to install riot
