Please check in administration > settings > server settings and make sure that public users option is turned on

D'oh. I read there was a setting but I couldn't find it. I did look, honest! Maybe add a little bit of rewording to the message could help? I'm not a coder but could try to find it and create a PR

I wonder if it's better to show a conditional "The admin has disabled the userlist" or to just put that in the string by default
