Not downloading and lag issues

after the patch 10.01 my game started to get a lot laggier when spotify was open and would constantly have lag spikes, this has never happened before and im curious on what could be happening, when spotify wasnt open the game would still lag but no lag spikes. I tried to reinstalling it but the comes up with this message, i have restarted my pc but nothing works
