Update stuck on 0.1kb/s

was updating my game for the latest patch and now its stuck on 0.1KB/s and its freezing up my pc this is my second update attemp at 1st the download was fast but installation was stuck at 24-25 and after rebooting my pc download was really slow and installation doesnt seem to progress. [the game is on a SSD, it has plenty of space]
