Datapack Load Order

New here! Quick question, when a datapack has an instruction like this (image attached), does the pack that needs to be "above" have to be last in alphabetical order in my datapack folder? So in this example, would it be CliffTree.zip Tectonic.zip Z_thispack.zip ? Thanks in advance!
