Why are the 2 resistances (15 kiloohm and 7 kilohm) being considered in series?

unless i'm misreading the circuit

They are in series as current flows in them one after the other right?
what about the arms poking out at the side?
i thought that implied that there were whatever other miscellaneous things attached to the circuit
This is just to measure potential difference about the second resistance
