Is there a way to install gnome disks on kde install?
I've read online it doesn't need to be on gnome and can be installed on KDE, at least in other OS's, however I'm not certain how, I apologize if it's a silly question.

they have a flatpak build but it is not published anywhere?

GNOME Disks, gnome-disk-image-mounter and gsd-disk-utility-notify are libraries and applications for dealing with storage devices.
it seems they don't package it becasue it depends on udisk being the right version and it is not on all distros
