Tile interface for system agnostic mass combat mini-game

Type- Module
Short Description- A UI for placing tiles with connection points to one another and buffs to tokens on top of them, as well as buffs/nerfs to characters based on their attacks.
Long Description- I've developed a Mass Combat system for my groups that I believe has legs as a standalone project that others could integrate into their campaigns as well. Two of these mechanics work fine enough on their own but with a dedicated module could be much cleaner. Troop movements are obfuscated to generic movement so all we care about are the locations (circles) and the paths (lines) between them. Attached is a page from my PDF going over how they work and the tile that can be dropped on a pre-existing map to indicate an important location. I'd love to be able to have these tiles auto-clip the lines between them, so as GMs move the Location markers the paths automatically form between them, with an easy way to change their colour/type.
In addition, the way attacks work involves a 7-step sliding scale with a Standard attack in the middle and on either side you can take a +2, +4 or +6 bonus to your attacks at the expense of your AC by the same amount or vice versa. The attack bonus is easy enough to implement by just giving them 7 different options but so far we've just had to remember the AC modifier. So the attack also needs to impose an AC modifier not on the target but on yourself, that can be removed or replaced with a different one when they make their next attack.
Budget- I can't afford much off the bat, around $200 CAD or so, but I want to pay fairly for the work so if we need to stretch that further, we can talk. You'd also get a free copy of the finished project.
