Java Server Setup/Clarification

I hope this is an appropriate place to ask this question as I am not a server owner as of yet, but seeking some advice prior to becoming one. I'm looking to purchase a server to be able to play Java with my brother. My plan is to run it Vanilla but with Lithium installed server side for optimization. I've reached out to three somewhat popular server providers seeking clarification on what type of server package I would need, but all of the help has been via an AI and was not very helpful. Most of the server providers offer servers as 'Vanilla' or with 'Modpacks'. Then I read on reddit that if I wanted to run mods I would need a 'Paper' server. I'm just a bit confused and was wondering if someone could help me out understanding exactly what I would need to start up a Java/Vanilla server with the ability to run mods such as Lithium. Thanks!

paper does not do mods, youre looking for fabric what are these providers, most "popular" ones are not ones you should go with if you dont mind saying*

one of the worst you can really choose, they limit you fully etc etc like cant use webmaps without setting to lowest res, cant pregen (one of the biggest performance improvers you can really do easily)

Right The only reason we were looking at Java was for clientside mods. As Java apparently has some optimization issues we were researching Lithium. If what we need is at a steeper price point we will stick with all vanilla/bedrock So we were curious about going the Java/mod route if its not too expensive

yes, lithium is also only like 1 single performance mod, theres multiple that help performance if you want full vanilla comp fabric + perf is best, if you wnat better performance paper/pufferfish is the way

Pebble looks decent. For 2 players, lithium i cant imagine more than.4gigs is needed $9 Perhaps even 3gigs?
