i got this problem from last night
still not working for me
i just changed the language and its stuck like urs

First exit vanguard
Open control panel and delete vanguard
And then open riot client

happened to me too i dont think theres a good solution to it right now unless someone goes through the default with riot support
reset ur internet
uninstall vanguard
and reopen client
