No KDE Plasma bar in desktop mode

The bottom bar (where the start menu button is) on one of the output devices is missing. The appearance depends on the "main" setting, which is under the "on" setting in the "screen and monitor" section. If the TV is the main device, the bar appears on the monitor. If the main device is the monitor - vice versa. In the monitor only, TV only or mirroring mode, the bar disappears altogether.
Solution:
I suggest you right click on the desktop and enter edit mode

that's default KDE behavior, I believe you just moved the panel to the secondary monitor

on the top right, you have two useful buttons: 1. one to add panels (Add Panel) 2. one to manage the current ones (Panel and Desktop Management) let's start with the second button send a screenshot of it so we can make sure that one panel is on the secondary monitor if you believe it is, you can simply drag the panel to the primary display as for the first button on KDE Plasma, you can have as many panels as you wish, with the widgets that you want if you want two panels, one for each monitor, I suggest you click on Default Panel to add it to the monitor that has no panel
