Mouse returns to previous position

When interacting with the viewport in blender the mouse returns to where the interaction started rather than staying where it ended. This also happens in games. Overwatch has a communication wheel and when using it the mouse will stay where it was last located rather than returning to center. Is there a way to fix this?
