Continuous space elevator not unlocking after failed delivery
I'm at Phase 3 and I had some instance of failing to meet the delivery. When fixing the issue buildings are not unlocking even after waiting several minutes. It's unlock if I reload the game.

to get it working I have to completly shut the game off, I can't just go to the main menu
