Not sure if the price of a proxy shipping service would be worth it for any h&m item though tbh
Some multinational stores like this will have regional availability/pricing. in this case, especially if it’s inexpensive clothing, it’s probably possible to find a way but will cost way too much to be worth it.

If you’re willing to pay local taxes, local shipping, your country’s duties/taxes and international shipping fees on top of the item price, then yes you could consider this.
Or try and search the same item on eBay 2nd hand and buy using their global shipping service
