.io registrar transfer unavailable.

I am looking to transfer a .io domain to Cloudflare but on the "Transfer Domains" page it shows up as "Unsupported". I checked https://www.cloudflare.com/tld-policies/ to ensure that .io domains are supported and I can also see on https://domains.cloudflare.com that .io domains are available to be registered on Cloudflare Registrar.

How long ago did you register this domain? What domain is it?

It was registered ~2 years ago and I had used CF nameservers since ~1 year. But after adding a second unrelated .io domain today it seems to have reset and now both are available in the transfer menu.
