more context: the server has like 3-4 players, 5 at max
If there's only one player then the tps is fine, otherwise it's almost always below 8

honestly, get a better host
The resources looks fine tho...
because it's a vm, you can't tell how oversold the physical host is

But why are there 10k chunks being loaded
I'm honestly not sure, but there's something wrong when the host is running windows server 2012 after EOL

about 20 dolars a month (460k vietnamdong)
I can't recommend any hosts in specific, but you can probably get shared hosting from a more reliable host with better specs in either singapore or maybe hong kong
btw it's been like that for the past 2 years but only when we updated to 1.20.1 the tps started to get low
some VPSs will run at almost half the speed of what a minecraft specific host would do. Using a VPS isn't that good of a solution for modded minecraft, especially not modern modded
