Ping issue in Cape Town Serverr

I get 60-67 ping regularly to cape town but forsome reason when i get in game the ping raises to 139 ping in-game but as some as the match ends its back to normal, I tired using a third party routing software named exit lag and it worked no ping spikes no issues buts once the free trail ended everything went wrong, normally i would just use the service full time but due to the exchange rate in country its not possible to continue the service so i have to fix this problem Please help Here's a picture of in-game and lobby
