Is there a way to force download shader caches for all installed games?
SteamOS seems to do this by default, but after plugging in my old SD card it's not rebuilding caches or anything.

We match SteamOS behavior here -- it's a feature of the Steam client
Shader caches will auto update & download for applicable titles
Ah, maybe I just have to restart ...
as far as I am aware there is nothing you can do to force the behavior
it just does what it does
BTW how do you enable screen lock in GNOME?
if you're on a -deck image, you cannot

Are the menus on GNOME supposed to just go down past the bottom edge of the screen and leave all the buttons below it inaccessible, on the Steam Deck's display at the default 150% scaling?
