The third point seems to point at an too old version of Windows that you are using, updating Windows should solve that one, as for the other two, secure boot is something you need to turn on in your BIOS settings
If you type in Win+r and then enter msinfo32, and show me the next information, to double check the secure boot state. It will also show your motherboard model and I could help finding you a helpful explanation video

so, after editing your secure boot settings it keeps booting you into your BIOS settings?
If that is the case, I would recommend just reverting the changes you've made for the time being and reach out to Riot's support instead
