let the center of circle be h,k then dist between h,k and 1,2 = radius of small circle + radius of variable circle also dist between 1,4 and h,k < r+radius of big circle radius of small circle =1 , big = 10

i did the same things as shown in M-2 , but i am getting b=11/2 not a=11/2 just a diff of notations ig can u send a clearer img tho
