It's much easier to get IntelliJ to create the project, or to use Maven/Gradle/anything-that-is-not-vsc build systems.
If you want to work from an existing project, you need to define what folders are Java code sources. Once it's done, classes that have a public static void main() can simply be run by clicking on the green "run" icons that are everywhere.
