O is an intermediate which is supposed to be out of the actual rate law since net rxn is in O3 and O2

as mentioned in soln , rate of rxn is only and only from slow step also, we know the actual rxn so rate law should be in terms of actual reactants only intermediate O is being created and then used so it has to eliminated to get net rate law
