Efficiency Checker Mod causes all machines' clock speeds to drop and max out 1%

Just updated and it took me a while to find the culprit because it's not broken in vanilla (for me). I cannot change the clock speed anymore as manually entering a speed just sets it to 1%. For preexisting machines, the clock speed does not get affected if you leave them alone (like in the image), but changing the speed or making new machines / recipes does cause it to actually produce at 1%. This is the only mod I know of so far that does this.
